Weston Homes acquire HMRC HQ site for new £60m apartment scheme in Southend-on-Sea

Weston Homes have completed the purchase of the 0.4 acre Portcullis House site at 27 Victoria Avenue in Southend-on-Sea from Mapeley Estates, formerly the regional headquarters of HM Revenue and Customs, for redevelopment into a landmark £60million residential-led development providing 217 one, two and three bedroom apartments complete with a landscaped courtyard, entrance foyer and 275 sqm of ground floor commercial space. To be known as Victoria Central, Weston Homes obtained Planning Permission for the new development, which will be 15 storeys high at its apex with a striking brick and glass façade, glass fronted balustrades and a raised glazed ground floor. The development will have a seven-storey rear wing and a landscaped courtyard with timber decking, planting with stone bordered beds and semi-mature trees.

The HMRC complex at Portcullis House was a vast concrete and glass building that housed over 1,000 people and was responsible for the collection of Value Added Tax (VAT) that is charged on goods and services, collected by companies and retailers.

Located just an eight-minute drive away from the town’s seafront, Victoria Central is in Southend-on-Sea, one of the country’s most well-known sea-side resorts. Victoria Central will occupy a prominent position at the southern end of Victoria Avenue, close to both the town centre and sea front.


Southend Victoria Railway Station is located 0.1 miles to the southeast of Victoria Central, and offers direct rail access to London’s Liverpool Street in an hour and Fenchurch Street in just over an hour. The area surrounding Victoria Central has significant transport links via the A127 and A13, with London Southend Airport located 2 miles away and offering direct flights throughout Europe.

The new apartments at Victoria Central will provide an exceptional investment opportunity for buyers, with Southend-on-Sea set to receive government funds as part of the ‘Thames Estuary Production Corridor’.
